Ideally commiting a crime you eant to cover your face. I'm not necessarily say get a whole damn costume but I don't see the harm in wearing the same mask.
The goal is after the crime to immediately take off the mask, if you can take off a costume. In CW the royal flush gang ironically did wear normal clothes but had theme masks. Bad ass mask I would personally want.

Because most supervillains are narcissistic dickheads just like most serial killers. On some level they want to be recognized for their crimes and leave their thumbprint in the public subconscious. Some of the saner ones (read: The Riddler) even go as far as using it for brand marketing to make a buck.
