In Hollywood, it's just a numbers thing. Good actors are one in a thousand regardless of race and there just aren't a lot of Asian actors in Hollywood. So if you need a bunch of Asian actors all at once, you're just not gonna be able to find enough good actors for all your roles.
Though in Netflix's case here, it seems like they only bothered with maybe one or two decent actors and then just grabbed a bunch of crap actors to fill the ranks.
half the cast for the show is just kids with connections (azusa has been dating the fat toothless kid from stranger things for like 5 years) or the first Native American actors they could find
a few, but there's some great performances, for example Steven yeun has been incredibly consistent for the past few years
Asian's especially Asian Americans are not sent to acting school that much by their parents. They're usually forced to concentrate on stable high paying careers like doctor, lawyer, finance, nursing, engineering.
All the good Asian actors are from overseas, they either have extremely rich parents or they were trained at a young age at some opera/theater /chinese acrobatics house

Any Asian person who can speak English flawlessly, would have spent a lot of time around white people, and they would have learned to act by doing that. Those interactions would be more important than how they sound. Acting is not Asian culture at all, and it's more White culture; Overacting would be Asian culture.
I didn't think it was boring, but it is a Drama. If you can't handle that kind of movie then don't watch. You can watch this instead.

If you didn't like Decision to Leave then you would enjoy Drive My Car even less. Imagine DTL, but it's not about a detective, and it's about a teacher. There's no action at all, but Drive My Car is excellent for anyone who wants to understand what Asia is like. There's a feeling of loneliness in the movie, that exists in most Asian cinema, but it's done really well in DMC, and it's shot beautifully as well.
I would say Drive My Car is like the Japanese equivalent of Burning (a Korean movie).

I think the director wanted to make a long movie, but didn't want it to be boring, so it just cuts between 100 different scenes throughout the movie.
Yeah, and I explained why; It's because Asians are all reserved in real life. If they want to be understood, they have to make it really clear, and it appears as overacting. Only in Asian cinema are the actors allowed to be subtle, which is real acting.
East asians, Indians, and Russians all have terrible tastes in the dramatic. There are a lot of complex reasons for this including everything religious customs to the artistic travesty that was the soviet avant-garde.

The guy who made merry Christmas Mr Lawrence said it was like shooting 2 films one with Asian acting and one with western acting. It's because all the Japanese were "overacting" everything, all emotions, voices and movements were exaggerated and less natural than the western actors.
Their facial structure prevents them from acting in the same way as the other races can, and usually also from having memorable features that enable screen presence. The absolute majority of them will always look on screen like some generic asian people.

(1)All actors without a strong theatrical background are bad. No exception. Some of them just have attractive enough mugs that with enough doubles and editing their performance can appear passable. This is a universal rule, but goes double for modern Hollywood, where "suble" (aka wooden) acting and total lack of genuine emotion, allowing for effortless switching between drama and quips, are considered to be virtues. While Hollywood still can plunder, say, the British theatrical scene for actors, with Asia it is much harder.
(2)Add on top of that a smaller pool of candidates to start with.
(3)Add on top of that promotion of diversity hires over talent.

There culture and language doesn't do subtlety well. Sarcasm for example doesn't really exist in Japan. This means they have to be very obvious in what they're expressing or it's easily misunderstood. Which in turn leads to acting where they say things like "I am angry because that man killed my family and him doing that has made me angry". Because that's how they have to express emotions in their native language or else it won't get through to the audience.

The Three Kingdoms Chinese show has some good actors. The guy that played CaoCao was the best. Great show. All that said, in general chinks can't act.
