Eh, Cap had contentious relationships with people on his team from time to time, but I don't think he ever had to rein anyone in from murdering people the way Cyclops did for Wolverine. It's like having Jason Vorhees on your team and making sure that the shock collar worked before he goes off to try to butcher some teens, way too much trouble to deal with for very little benefit.

You could use that to explore some deep and nuanced and interesting stories. The fallout of vigilante acts, the responsibility of inadvertently taking a life, how much must the means cost before it stops justifying the ends? How does Punisher rationalize it to himself? Does he face consequences for it? Does it make him and his philosophy regress, or evolve? Can he be forgiven for doing it? Should he be forgiven for it? Can he forgive himself? Should he even forgive himself?
