They're sort of this already, but what if the Teen Titans were like a junior Justice League? It's where youngsters go to learn to become real superheroes. They learn from one another and are occasionally mentored by Superman, Batman, so on.

The fact that Kon could even function on basic level as a person given his origin is already a big stretch. Neither should Kara for that matter given what she went though, she should have hard depression and survivors guilt.
The only one who could reasonably have a happy go lucky personality is kid Jon since he has the benefit of a loving family and a practically magical childhood.

S2 was such a disappointment, everyone wanted the S1 members of the team to get their time in the sun and be the main focus of the story. The show was originally pitched as teen heroes coming in to their own and following in the footsteps of their predecessors, instead we got a much gayer Justice League Unlimited.
