Everyone knows that people who really want to kill you wait patiently for that one day were you are expecting them to kill you and prepare for it, making it near impossible to succeed in your murderous task to your satisfaction. Just the same way everyone knows that even people that find themselves in a spontaneous situation of major aggression or are psychologically prone to outburst of violence just keep their cheeks tight and wait for that one day.

It would work as a means of killing off people who are a burden on society but you are kidding yourself if you think the week after the purge wouldn't be a cyclone of reprisal killings and chaos. There's no way it would lower crime except maybe in the very long term by pushing natural selection towards people who can suppress their civilization ending impulses.
There is no "long term". People don't just sit around idly and stop the cycle of reprisals just because the day is over.
And one thing that almost no nerd ever considers that crime being legal means white collar crime is legal. Enjoy every single account in the nation getting cleared, every single debt getting ran to max, every single corporation looted, every single database, trade secret etc. leaked to the highest bidder or even just maliciously changed. Oh, you think you own this house? No. Do you know what most criminals have in common? Low impulse control. They don't think. They just act. You insult a guy with that personality? Another reason it wouldn't work: most crimes committed during a Purge would be economic in nature. What's to stop the CFO of a company from draining the corporate account during that grace period? Well, you say, maybe those types of crimes are forbidden. In which case, it's not really a night of lawlessness, is it? It's just a murder night, which brings us back to the first point.
In reality, a Purge would cause a society-wide meltdown.
