Not at all however I do believe that the way to fix Kora was to stick to one villain idea throughout the entire series like Amon, and the conflict between benders and non benders gets to world war scales even after he gets defeated.
Basically I would have the series turn into world war 1 between bender and non benders that takes 4 seasons to resolve.
Korra would struggle to figure out how to fix it since killing one person wouldn't solve the problem. She would need to grow into a peacekeeping politician that can offer real solutions to the societies affected by the war. Forcing her to grow as a character.
Also, have amon actually be a spirit bender and not secretly some other guy in disguise. Make it clear that spirit bending in and of itself doesn't care what the user does with it, just that they are so committed to their ideals that their spirit is unbendable.
