Not really. There may have been some girls among the background nameless kids who were also scare of her, but that would be about it.
The issue is that there isn't really any side characters who are both female and Timmy's age. There are like 3 characters with both of those traits and 2 of them are implied to be rich while the other is Tootie.

I'm one of those weirdos that had FoP in Jetix but not Nick, when Nick finally started showing their new Fop episode it was around the time where everyone was transitioning from analog to HD, Nickelodeon looked horrible in my old TV when they swapped to HD so I stopped watching that channel from then forward. I kind of missed the whole seasonal rot of the show. So I don't know how bad it really got.

Seasons Six and Seven were a clear decline of quality, but they are still watchable. They are mostly mediocre without being offensive, and with some laughs here and there. Season 8 is when all goes to hell. And season 9 was so bad, that Season 10 may not be much better, but it actually retcon 9 out of existences (In short, the Fairy Dog that was the whole focus of season 9, was removed without any explanation nor mention on season 10).
Chloe being a babysitter was just an excuse to hard write out Vicky since Chloe could just babysit Timmy instead. It was just part of the later seasons desire to use less and less of the secondary character which caused the show to become shittier and shittier.
You know it would have been fun to have an episode where Vicky teaches Chloe how to "be a proper babysitter" and it ends with her touring Timmy.

Vicky is pure evil and the show never bothered really giving her depth beyond that. Whenever she is shown having the ability of true power she is revealed to be a monster and/or horrible dictator.
The closest thing to some depth or emotion of her not being evil was a very early episode when Timmy wishes she was younger than him at its shown she was a fairly normal little girl who might've ended up being bullied when she was little maybe? Though even that's a stretch.
I can't imagine her liking the PPG.
The Wishology trilogy revealed not even she can bring herself to be mean to a baby. Also, before someone bring ups "season 6, ergo shit, doesn't matter", then on season 1 we have her going on legit panic for losing Timmy and him being in danger, when he wished to be an adult. Her character is all over the place depending of the season.

This was probably a very early rendition of her character when she was meant to be more realisitc take of an mean teenager. Someone who was a needless bully but still had some sense to not which actual danger to the child.
She like a lot of other characters got flanderized later on and has been consistently painted as "pure evil" around season 3 onward when the jokes of her cruelty would be exxagerated to the point of her bring weapons like flails and flamethrowers.
