The issue is that there isn't really any side characters who are both female and Timmy's age. There are like 3 characters with both of those traits and 2 of them are implied to be rich while the other is Tootie.

I'm one of those weirdos that had FoP in Jetix but not Nick, when Nick finally started showing their new Fop episode it was around the time where everyone was transitioning from analog to HD, Nickelodeon looked horrible in my old TV when they swapped to HD so I stopped watching that channel from then forward. I kind of missed the whole seasonal rot of the show. So I don't know how bad it really got.

Seasons Six and Seven were a clear decline of quality, but they are still watchable. They are mostly mediocre without being offensive, and with some laughs here and there. Season 8 is when all goes to hell. And season 9 was so bad, that Season 10 may not be much better, but it actually retcon 9 out of existences (In short, the Fairy Dog that was the whole focus of season 9, was removed without any explanation nor mention on season 10).

Also, before someone bring ups "season 6, ergo shit, doesn't matter", then on season 1 we have her going on legit panic for losing Timmy and him being in danger, when he wished to be an adult. Her character is all over the place depending of the season.
