I watched this as a kid on theaters lmao, fell asleep around the middle and when I woke up I was completely lost, so I just went back to sleep.
Another PeruANO here, all I remember was the dragon was raised by condors and was small until the girl arrived and blew some dust on him, which made like in the OP image, and there was some kind of training montage at some point.
