I don't think it's a filter personally mostly because the Jack Daniels bottle text, as well as how his sunglasses and eyes are done, don't really resemble the output of any filter I know of, and the image is old.
It's definitely not a real painting though. It looks to be a digital painting and very likely just traced over a photo, which isn't much better.

its very obviously a filter and the people with actual eyes and brains itt clearly noticed, but the only people who are fuming saying its not are probably AIgays and people who stakes so much of their identity in AI that they get mad when someone notices it, because they convinced themselves filters and AI pictures pass so well as real art that nobody can tell, and it crushes them when they're told otherwise
