Yeah it can, it will just be complete bullshit stories that will be solved by mass surveillance like every modern detective show, and 99% of it will be related to fricking and political propaganda.
two big problems are that it would be near impossible to have two leads with the chemistry that Mulder and Scully have, and the dialogue between them was concise, crisp, and seemed genuinely like talk that two legit smart people would have. very little chance they'll be able to recreate that dialogue either. Between those two issues, the reboot would be hollow -- just throwing aliens and conspiracies at the wall with generic leads and generic writing. It will be a disaster even if they avoided pozzing it, which they won't.
Scully and Mulder is like 99% reason to watch this show. It's very goofy and a lot of the plots are derivative but seeing them both interact with each other can make even the worst episodes bearable.
I feel like the art of the right casting has been lost. The most average charisma vacuum people get cast to play roles that require extraordinary characters. Nobody seems to have a feel for the finers things of a personality they just hire whoever. They will even hire someone scrawny to play an action hero. I am at a point where if I see a likable actor in a new production I am surprised.
