He could manipulate fire but not create it, that is why he had the lighter. He had to have a little flame to use his power.

Too evil? As far as I remember, the only thing he does is roast a guard and that's it. Evil, sure, but not irredeemable.
He blows up a mutant cure center full of innocent people humans and mutants alike, including kids. Plus he was generally a sadistic little shit, even Magneto told him to stop being so edgy.
