Hawthorne's death message and pretty much a lot of set up flies over Buzz's head that he forgot that despite his mission, people still spent a ton of years in the planet and rebuilding required everyone to have new lives.
Old Buzz's plan to time travel fricks up a lot of what has developed. Buzz realizes it was time to make a new life and memory with his new home.
Maybe the movie did a shit job of conveying that, but it was definitely shown how much of a shit plan it was to just time travel and erase everything Buzz has learned about the development. If anything, it would make him feel worse knowing he let it happen.

What exactly did you expect? It was a cool space movie origin story for Buzz. There wasn't really anything bad about the movie unless you just didn't like the twist and even if you didn't, the plot and characters were pretty great. Pixar' latest movies were all weird gimmicky shit, I enjoyed Soul, but movies like Luca, Turning Red, the brothers movie whose name I can't remember were all pretty stale.

Chris Evans is honestly great as Buzz but literally everything else about this movie is a downgrade from the Buzz Lightyear of Star Command cartoon. Zurg isn't Zurg (it's like the Mandarin twist in Iron Man 3, though at least Zurg gets to still be a threat after the reveal) and Mira, XR, and Booster have been replaced by shitty versions of the wacky crew from Atlantis. Sox, the robot cat, is the best new character. It in no way feels like a sci-fi action movie from the '80s or '90s. Again, it's not the WORST movie ever (I might even put it above Toy Story 4, possibly, maybe), but it's definitely not the greatest, either.
