Tim should honestly retire. And I don't mean that they should "retire" him on a send him back to his home planet type of way. I mean that he should stop being a superhero and transition into a civilian member of the bat-family.
Look, the way I see it, Tim had two ways to go after Robin. One way, was to double down on the "Robiness" of his character. He decided on his own to become Robin, and he never aspired to be anything more than that: enter Red Robin. Red Robin as identity sucks, but it at least has some logic behind it. The boy who wanted to be Robin is - as he is a grown man now - just an upgraded Robin.But obviously that didn't work, so what next?
Cardinal or Grey Ghost or Redbird or any other bird-themed name are shit and they have no meaning to Tim as a character; not in the way that Nightwing does for Dick, or Red Hood has for Jason. So what to do? Well, there is another way to go with Tim in a post-Robin world. If Red Robin as an identity is doubling down on the superhero aspects of Tim, then the opposite would be to give it up the hero stuff entirely and retire. Now, while the sounds kind of strange, it does have some logic behind it.
Initially, while Tim became Robin of his own volition, he did intend it to be somewhat temporary. Out of universe, this also how DC editorial viewed Tim and Robin; as a sort of part-time job for Tim to help out Bruce. Additionally, Tim only became Robin because of Batman's loneliness, and the self-harm that isolation caused. Well, good news, because the bat-family has more allies than ever before.
Tim has essentially achieved all he set out to do as Robin... so why have him drag out the superhero stuff any longer? I say he retires and becomes a private eye in Gotham. He can set up shop with Gordon, Bullock, Bard, and whoever else. Give him Detective and tell some pulpy, noir stories. Rebuild his supporting cast, fridge Bernard, give him a job and responsibility.

I always liked the idea that Tim could use his smarts and cunning to undermine the Court of Owls and take their resources, taking a Talon/Owl title since it strikes fear into the hearts of the underground criminals. The average mook might not know what they are, but Tim could be a globe trotting detective taking down the elite/high conspiratorial type groups. It'd let DC do what they want with their big secret organizations and give Tim some relevance on his own outside the bat family.

I read the run in the 2000's as a teenager and it's my favorite, up through the Jon Lewis run which I also liked. Tim goes downhill when Teen Titans 2003 starts. The Willingham run feels really out of character and ends up just boring, Beechen might've meant well but had to push editorial shit, Nicieza was trash. Dixon's brief return went by too fast and barely felt like a run because most of it was just setup, though the Spoiler special story had a lot of promise on reflecting on all the changes with Tim since Dixon's first run that was unfortunately squandered. Red Robin was mostly solid and lemonade from the lemons Tim was by then, even Nicieza's run was ok on it.
Everything wrong with Tim drake would be fixed overnight simply by making Damian Batboy.
