I thought it was more they were forced additions typically with traits and personality meant to pander to perceived demos and fads. Ashoka when she first dropped was pretty hated for being a spunky teen sidekick to Anakin especially since Clone Wars seemed like it was aiming for purely a kids demo. Like people didn't come around on her or Clone Wars for YEARS, man.
People hated this literal poochie so much that he was just dropped after Season 9, and they literally never explain it in the show, although that didn't stop them from keeping him in the end credits for Season 10.

People liked Thomas for the potential of a new character, then the had so few ideas for him that his noncharacter status became a plot point.
