yeah, you're thinking of Salvation Run. the Jokerwank was crazy in that - he split off from the rest of the villains and there were actually people that were willing to follow him (yknow, the homicidal maniac that kills without a second thought) over Lex, including Gorilla Grodd. who Joker tried to kill too, btw. Grodd managed to survive and wanted to kill Joker out of revenge, but the plot kept finding ways to keep Joker safe. really, there were so many times Joker SHOULD have died throughout that story - Deadshot even had his gun-gauntlet aimed right at his face, and i can't for the love of me remember why he didn't just pull the trigger.

don't really read much wonder woman stuff, but it does always feel like cheetah should be a bigger deal than she is. or, rather, she doesn't get treated with the same level of respect she should. like how she was just another kill for jason todd in that batman under the red hood sequel. for someone who's supposed to be wonder woman's main foe, it never really feels like she gets the same level of respect lex luthor and joker do - which i guess is just tied to how much respect wonder woman gets too
Yeah, that's pretty much the state of it. Granted, it has been getting better for her in recent years, with writers slowly realizing that she's nothing to frick with. Or at the very least, fans have been vocal enough for more people to start learning what her deal is. For the record, she's basically evil Lara Croft if she was a god-buster level werecat speedster. On paper, she's kinda busted as hell.

They're about equal. They're both mega-terrorists with virtually endless resources and the motivation to kill millions of people. But I'd say Joker is more dangerous, since Ra's only wants to destroy Gotham/criminals, while Joker could easily cause WW3 if he wanted to, and he'd do it just for the laughs.

There was a story actually (Batman/Superman 65) where Scarecrow gasses Bats, Joker, Clark and Lex all at the same time and prepares to kill them together. This time he made a much stronger variant that he was sure would affect them all like normal people.
It does work and we see their greatest fears (Batman having a happy life with his parents taken away from him again, Superman failing to save Lois, Joker failing to make people more miserable than he is, Lex ending up a pathetic nobody wageslaving at the Daily Planet)
but all of them eventually shake it off by pure force of will and wake up. So really Bats/Joker are just so desensitised to fear and sadness that they needed a stronger dose
