"Youtube Recommendations" have been around since the beginning of youtube. It does not mean "Recommendations that are on youtube", it is a specific phrase that refers to a specific thing: the videos that are recommended to you when you watch a video. They are called "recommendations" because, originally, they were based on the video you were currently watching.
The home page is not the same. It suggests videos based on videos you've already seen. They are Suggested Videos. Maybe Recommended Videos. But they have NEVER been referred to, in any official Youtube manner, as "Youtube Recommendations".
