            Because it was Nickelodeon so it had to be acceptable viewing for 8 year olds. So the characters are preteens and the issues are watered down to Jr High levels.

        One possibility I've heard is that the show was originally developed with the concept of them being teenagers with scripts written with that in mind but Nick execs insisted on it adhering to the ten years later concept from All Growed Up for marketing purposes. So they simply denied the characters by a couple years but kept a lot of the previous material intact despite feeling a bit off in tone.

        Most likely it was a combination of writers being able to remember their teen years more clearly than the preteen years and unused scripts from other projects.

    No they weren't, they were unique and recognizable, but it was the classic big deformed head on a stick neck and weird body of the company.
    However, I have to admit that I fapped a lot to those characters.

    The big round heads were designed for baby characters but they couldn't change them too much to suit tween characters (who are written like older teens) without them being unrecognizable so it ends up looking weird.

      The adults in Rugrats also had big heads. Honestly I don't even think the All Grown Up designs look particularly weird for cartoon kids, there's plenty examples of cartoons with even bigger head to body ratios and no one complains.

    Not the most attractive style or the most skillfully drawn, but the designs were thoughtful, varied, and served the characters. You could tell them apart, but they still had cohesion. They had personalities and wardrobes to match. The layered fashion in particular is a nice kind of idealized realism, like the girls in Clueless. They're exceptional, but doable.
