They are just "hollywood accounting" viewers numbers: each viewer is counted as 2.5 and each device ( e.g., one in the living room and one in the bedroom) is counted. Add to that that just a couple minutes is enough to get counted, so stumbling by zapping or streaming starting the an episode automatically count too
Some anon explained in another thread, that's how they got more viewers than the highest they ever got.
How on earth can you otherwise explain some of this stuff continuing to get funding?

S4 of True Detectives did well purely off the notion of lowered expectations from viewers after seasons 2 and 3 under performed.
HBO considers True Detectives to be a flagship program and were always pissed that Pizza guy couldn't keep a regular production schedule and how each season did worse than the last. Giving the franchise to Lopez is their way to try and salvage it and so long as the ratings don't dip below what S4 brought in, they'll keep her around making new seasons or bring in someone new as far as go full revolving door creative team.
