Alan Moore seems to understand this. In his infamous "Twilight of the Superheroes" comic book idea, he does not have Batman joining the various warring superhero factions he envisions. Instead, Batman appears in a gathering of more primal, elemental characters, including Tarzan and Sherlock Holmes.
The idea Moore is getting at is that Batman has stepped outside the realm of mere superhero comics and has entered a more powerful realm: the realm of the folk hero, the realm of the pulp hero, the hero who exists a bit closer to real life than just a comic book superhero.
There is something about Batman that possesses more power than your average ordinary capeshit superhero.

The shit that superheroes and the normal people around them routinely do and encounter means that the world they live in should bear absolutely no resemblance to ours. But the same could be said for the Flash. Flash is not bound by geography the way almost all superheroes are, he could punch a mugger, run to Gotham and stop a bank robbery then run back to Central city before that mugger even hit the ground. Superman could handle crime across the entirety of the US (arguably the world) 24/7 yet he stays in Metropolis. The Question would constantly be hacking into the world corporations and exposing their illegal activities on the internet with genuine evidence.
The fact that crime or suffering of any kind continuously exists in a world with superheroes is just absurd. The only way it works is if you only consider that the current issue you're reading matters and that the broader canon is just a vague blur.
Really out of all the insanely over-powered superheroes, Batman actually makes sense, he's a normal human man who uses his skills to try and stop crime across a gigantic city almost alone, given that crime is rampant, the police force and local government are corrupt and major criminals are so insane and armed with such ludicrous technology or powers that normal police wouldn't be able to handle them. All the while Batman also uses his vast wealth and resources to continuously try to improve the quality of life for people living Gotham. Realistically Batman and Bruce Wayne would have not only solved crime, but also general poverty and suffering in Gotham, within the space of ten years, but again, that doesn't work in ongoing superhero comics, so you can not enjoy Batman personally, that's fine, but arguing that Batman specifically doesn't work because whatever reason is just setting yourself up for annoyance.
