It’s not really supposed to be a political commentary, just something that grounds it in reality. The rest of the plot is beautifully paced and the action is absolutely beautiful to watch. What a beautiful movie.

Something that has to shoot straight down is just inherently weaker than what we have to today, and there's one scene it shoots down but then the missile goes off to hit a target laterally, so why does it even need a giant downward crosshair to begin with?
Honestly the setting is one of the best parts of the movie. The low tech shanty towns and south East Asian jungles mixed with the towering Syd Mead-sequel buildings was really cool.

The crosshair is for picking up immediate targets in its line of sight. It can also take target coordinates like the AI bases which were hidden.
