At his worst, Dick is a genuine piece of shit towards people. Probably worse than Bruce in that regard. If I were writing it, I'd give him a massive blindspot regarding Bette where he still sees her as she was back when they were teens, and a lack of interaction has him unable to set aside those preconceived notions. And there is a fair bit of ego in play; he's openly denigrated her in front of others repeatedly and recognizing her means admitting he has been wrong the whole time. In response, Bette would simply be done with him. Not adversarial or anything, she'd be perfectly professional in their dealings but quite clear that she has zero interest in engaging him on a personal level and even less about his opinions regarding her. And that'd rankle Dick something fierce because he's completely caught off guard by someone dismissive of him. So yeah, Dick would be the bad guy in the situation - but he's never going to admit that.

People seem to forget, Dick telling her off in Titans 99 made perfect sense in the contiguity. Flamebird was a minor Teen Titans West member and parasocial Robin groupie. Bat-Girl didn’t exist, everything was retconned after COIE then again after Zero Hour.
Her first appearance post-Crisis is a post-hoc flashback retcon to TT #50, which means her Titans career was intact post-Crisis. It even alludes to her original appearances as Bat-Girl, it just uses Flamebird as her only superhero identity. Bette survived the Crisis with her history more or less intact. Either way you cut it, Dick is telling off a long-time TT member.
Titans West lasted for 8 issues in the 1970s, lets not make it more than it is.

Steph would probably see her as a shallow doormat and have a fair bit of classism regarding her. Cass, regardless of her personal opinion, would pick up pretty quickly that Bette is desperately lonely and needs validation from others, and while not necessarily being friendly would at least be kind towards her.
Originally it was finding a new way to serve others after being booted from the Army. Elegy was pretty rock solid in regards to what drives Kate.

Once upon a time, some people thought Batman and Robin were looking a little queer. So DC created Batwoman and Bat-Girl to give them someone to smooch and look heterosexual with. Years pass, and they decide to create a whole new "Batgirl" for the show to better represent the women's lib movement of the time, and Batwoman and Bat-Girl were retired. Mostly. Bat-Girl made an appearance as a Titan, I think, but a few continuity changes later and she was retooled as Flamebird. She made a few odd appearances here or there for nostalgia's sake, but when Batwoman was remade as lesbian Kate Kane, they made Bette her cousin and sidekick, right up until Tynion shipped her off to West Point.

If they keep the minidress, and maybe make the dress a little more form fitting to accentuate her waist and bust, and cast a fifteen-sixteen year old actress with great legs that's as cute as a button, I can see a Bat-Girl movie doing well provided they keep the budget low and take a 90s adventure movie tone. I think something along the lines of The Shadow and The Phantom would fit really well with Betty and Kathy, even if Batman and Robin only make passing appearances and aren't in the picture for the most part.

The real secret is to not worry about it, otherwise you realize that Batman and most his villains should be in their 50s and 60s. He's not the only one with a chronology problem. Carol Danvers' backstory requires her to be around 50 when she got her powers in order to work. The X-Men flat out don't make any sense.

Bette was already in college as per Elegy; the only reason she was in Gotham instead of California is because she was attending college there. However, West Point doesn't take transfer credits so she'd still have to spend 4 years there. DADT was repealed in 2011. So assuming Kate got kicked out in 2011, and didn't apply for reinstatement a few months later for whatever reason, and that she is currently 42 and has been active for 4 years, going by Elegy's history her bender would have lasted 11 years.

I’ve often thought that Bette should have been fixed during DC You and used in place of Helena or Agent 8 in Grayson. Morrison had brought back Kathy Kane as Agent Zero of Spyral. Did she seriously not know her aunt was a spy? Was she in on it? How has this still not been addressed?
It’s hard to say. Morrison’s run showed that Kathy did have Batgirl as a sidekick, but it was never properly explained if this was Bette or if she knew anything about Kathy’s role as a spy.
