As a Hispanic, neither have I understood why bootlegging is very common in Mexico.
The only reason its not common in America is because studios have law offices well set up, setting up the legal team in a foreign country requires more time and money than its worth. In any country with the means to do so and well set-up law offices to stop them, bootlegging will be common.

To be fair they had no fricking idea how insanely popular it was going to become. According to goose the entire series is already written and music compiled. They are literally just whipping the shit out of the animators and voice actors to catch up.

You don’t have to go out of your way to ‘copyright’ something, Copyright is basically considered a natural-law/right that is enforced on any creative work the moment it is ‘created’ you don’t need to go to some office to file a copyright.
What CAN happen though in some territories is that it could be decided that if the holder of the copyright didn’t bother to enforce against breaches of it for long enough that they have waived the copyright via inaction.
Which if this stage show is actually calling itself ‘The Amazing Digital Circus’ and is keeping all the characters names the same, COULD theoretically happen.
The easier answer is that Latin America in general is Russia/China tier when in comes to piracy and encouraging it. Not to mention that the international lawsuits that would be required to stop this aren't worth the effort and are hard to pull anyway
But as for bootleg stuff specifically:
-There are indeed stage shows calling themselves TADC. So technically they're breaching copyright but they're so much less offensive than the asian content farmer crap that they're not really worth fighting. And also, I don't think these stage shows ever said they came up with the concept
-The children's party thing is par for the course, you can hire people to dress up as Disney/Pixar/DreamWorks characters for your kids birthday party. Since they make money from doing so it's technically infringing on copyright, but again the issue is enforcing it. Disney has never come after this though, since it is bordering on suing people for dressing up as your characters for Halloween
