Cass isn't NEARLY as fun for Damian as Steph is because Damian can't get a rise out of Cass like he consistently can out of Steph. That's half the fun of the two of them, the way they never fail to get on each others' nerves.
Still, they're like the only relationship between the Bat-Family that hasn't really been explored, we even got Jason and Steph somewhat recently thanks to Rosenberg.
WB will see this and just make a Babsgirl and Damian book or cartoon before they ever acknowledge Steph unfortunately. Even Cass fans prefer Steph to get less than Cass.

That probably is true to a degree, but at the same time, you gotta consider why they used Cass's name in the movie, even if it was a completely different character.
Cass is just generally more popular than Steph, that's why they used her name in the movie, and that's why she gets pushed more, Steph on the other hand is a leftover that only that Gotham Knights show that I actually liked wanted to use.
honestly i wouldn't be surprised if the people developing, say, batwheels or harley quinn wanted to use stephanie brown as batgirl, but then DC said "use this name + appearance + maybe relationship with commissioner gordon" thus giving us these "not quite-stephanies"
I think you're greatly overestimating how much people would want to use Steph as Batgirl in any adaptation.
Babs is the original, so she obviously gets more push, while Cass is the diversity legacy character, so she has that going for her, Steph on the other hand doesn't really have a lot going for her, they can change Barbara's personality, but Steph as Batgirl needs a lot more context, and she's not even gay or dark skinned to make it worth it, she's kinda just "the other" Batgirl.
Steph also didn't really last as Batgirl that long, she spent most of her history as Spoiler, and like I said, she's generally not as popular as Babs or Cass.

Supposedly Cass was going to be much more comics-accurate in the movie, but the higher-ups at DC/WB forced them to change it for reasons.
Because despite Cass having a very obsessive fanbase she is not marketable to mainstream audiences. The vast majority of men don't have a creepy fetish for autistic hapas and the vast majority of women don't want to self-insert as one. You have to drastically change her to make her palatable to the masses.

the meta reasons for that whole arc was pretty much a heavy handed apology to how Cass got treated after her solo, especially after IC->1 year later. In terms of narrative for a while Bruce was growing as a person and wanted to do right by all the kids he took on and make sure the operation was working right in perpetuity. Adoption changes very little in terms of the substance of the stories anyway beyond being a nice gesture and pissing off particular people for future conflicts
Bruce adopted Dick officially as a 20-something year old man a few years before that, it was more ceremonial than anything.

Tim and Damian are barely brothers. Yeah Tim got adopted but he was 16 1/2 when he was, basically 17, had already been a latchkey kid for years. When Damian finally came back to be Robin, Tim was living on his own again. And they barely have extended time living in the same roof or working together.
People who take the batfamily for sibling dynamics overestimate
I think people latch onto it because it would have made for a better dynamic than a lot of Damian's relationships as a whole and Tim's in recent years. You've got Damian, brash and arrogant, claiming the Robin title because of birthright and seeing it as a placeholder until he becomes Batman, next to Tim, serious and reserved, whose paid his dues to earn his place, and understands that being Robin has an importance of its own.
