Industrial is probably the word you're looking for, in this case Industrial Sci-Fi.
Cyberjunk, a future built on technology andvtrash. 80s was anti-sleek, anti-clean futurism where most scifi was concerned. It was about grime, greebles and trash blowing in the wind. A future of waste, garbage and tacked on, built up infrastructure that is long since in decline.
