They don’t have the clear project or idea how to reapproach her without association to Pepe but they did it before in the 90s and very much could do it now if they want.

I mean there WERE plenty of female characters in the OG Looney Tunes shorts, they just weren't typically the focus of their shorts. Looney Tunes in general is weird because the identity of those shorts quickly devolved from "situational satire" to "stock cartoon antics." It became a parody of itself. In this new style, you could create a rogues gallery of Looney Tunes villains (male and female) but none of them are going to stick because they aren't identifiable personalities. They're just stock cartoon adversaries. Wabbit was nothing but a series of Looney Tunes cast member audition... and nobody passed.
If you want to make long-lasting Looney Tunes characters, base them off of celebrities. Very specific people you encounter in reality: braggarts, smart-alecks, hustlers, snobs. Give them distinct voices and weird dialects, unique comedy bits and routines. Don't hit this new character on the head with an anvil again. Make this character announce their presence, chew the scenery, steal the show... THEN hit them with an anvil.
Looney Tunes humor is based on the real world first, fiction second. The humor works because it distorts reality while simultaneously acknowledging it. So yes, Looney Tunes can have more female characters... but only if they're funny.
