It's definitely transatlantic in the first movie. Almost perfectly so. I had to study that shit in school. I still have Edith Skinner's "Speak with Distinction" in a box somewhere. And it makes sense given Jones's background. Not only did he speak with a stutter in his early life, but he's a black man from Mississippi trained in the North. "Good Speech" would have been hammered well into his head before they would have ever even considered letting him set foot on a stage. And being that the character is an aristocrat referred to as "Lord", transatlantic would be the perfect choice. It's a whole made up accent that was literally invented to sound fancy. Compare Vader's voice to conspicuously American sounding Stormtroopers. His mouth position is front heavy and non-rhotic, which is distinctly different from the mid-mouth emphasis and rhotic "r" which characterize the general American accent.
It changes pretty noticeably in the second movie though. I don't know if it's just a product of Jones feeling more confident and willing to make the character his own, or if it was a conscious choice stemming from the knowledge that he is Luke's father, but he sounds conspicuously more American in Empire. Then in Ep. 2 Anakin reveals his political leanings to Padme during a Naboo picnic. He believes a strong power should rule as it sees fit in order to minimize conflict and establish order. And throughout 2 and 3 he constantly praises the Chancellor for his strength. It could not be more clearly established that Anakin believes in a authoritarian model of govt as long as the right one is in charge.

Even the spectacle of it is bad. The original trilogy pioneered technical aspects of filmmaking that marked the start of a golden age of special effects. The prequels pioneered greenscreen techniques--the thing that turned movies into literal cartoons.
