She isn't really any of those things and she didn't create anyone single-handedly. She's a pretty average, stupid teenager, all things considered. Sure, she is a tech genius, but she isn't better than any or even possibly most of the scientists at gunnerkrigg court. She really isn't all that special in terms of her abilities or intelligence and the reason she is turning into a god is pretty much entirely incidental: She is friends with Antimony Carver. Annie brought a robot into Kat's life who would later start a cult to praise her as The Angel and Annie wanted to free Jeanne, which had Kat end up with the arrow which she then misused, which forced her tosign a contract that basically lo ked her into godhood. If any other person had screwed around with the arrows magic without actually understanding it, they could have ended up in the same exact position as Kat. She is not a miracle child, she is just a random nerd in her teens who got involved with a person who the entire in-fiction universe seems to revolve around for some yet to be explained reason.
That all being said, yes, it should be Kat's responsibility to do this job and she shouldn't even be considering pushing it onto Annie, much less doing this weird beating around the bush she's doing on this page that really does come off as manipulative. Kat from before her character changed completely back around the norn chapter would have offered to ferry the souls herself in a heartbeat, but Tom completely rewrote her most basic characteristics and that's why none of this makes any sense.

Now that we know that the spacetime of the court is compressed etherically, it is very possible if not highly likely that Kat's anti-grav device actually functions etherically as well, something she doesn't actually understand. This would explain her weird belief that the proteins she was observing in 0G was a more interesting or impressive display for the science fair than the anti gravity device itself. She likely stumpled upon the anti gravity mechanism without actually truly understanding it herself. You have to consider that Kat grew up in the court and only ever left it for holidays. All of her experiments and scientific work, even before her time at the school, were carried out in the court. Physics work differently in the rest of the universe. For Kat, however, the strange rules of physics of the court are normal. It is very feasible that making a hovercraft to Kat would have been as simple as making a model airplane to someone who grew up outside the court. The court, in retrospective, wasn't confiscating her device because they wanted to steal the technology (The court itself is already more advanced tech than kat's antigrav and it was made hundreds of years ago.), but probably because of how close Kat could have come to uncovering top secret facts about how the court works if other students with scientific knowledge from outside the court came across her device and talked to her about it, telling her how impossible it should be, according to non-court physics.

Ironically, Annie never tried to learn any spells from Jenny. Nowshe can't anymore cuz they hate her cuz she totally tried to kill zimmy for real and it was definitely all her fault and she planned it. Would have been useful.
