If any other person had screwed around with the arrows magic without actually understanding it, they could have ended up in the same exact position as Kat. She is not a miracle child, she is just a random nerd in her teens who got involved with a person who the entire in-fiction universe seems to revolve around for some yet to be explained reason.
That all being said, yes, it should be Kat's responsibility to do this job and she shouldn't even be considering pushing it onto Annie, much less doing this weird beating around the bush she's doing on this page that really does come off as manipulative. Kat from before her character changed completely back around the norn chapter would have offered to ferry the souls herself in a heartbeat, but Tom completely rewrote her most basic characteristics and that's why none of this makes any sense.

It is very feasible that making a hovercraft to Kat would have been as simple as making a model airplane to someone who grew up outside the court. The court, in retrospective, wasn't confiscating her device because they wanted to steal the technology (The court itself is already more advanced tech than kat's antigrav and it was made hundreds of years ago.), but probably because of how close Kat could have come to uncovering top secret facts about how the court works if other students with scientific knowledge from outside the court came across her device and talked to her about it, telling her how impossible it should be, according to non-court physics.
