Because they didn't make it so they have no ideas that can evolve and change the property. It's what always happens. Tim Cain, a gay chubby guy made Fallout and left after the first game and then bethesda took over while they still had talented people and made fallout 2 and 3 and then after that it was over. Both for Fallout and for them as a creative company in general. They have been releasing absolute creatively bankrupt trash since skyrim

Fallout was evolving and changing properly without Tim Cain with Fallout 2 and New Vegas. Just because he came up with the original idea doesn't mean nobody else can work on it and do the same or even better job than he would've.
