Yeah, I know he's based on the second main character. JR is great and important. But the character in the movie isn't really anything like JR and doesn't seem to have a purpose for existing in the movie.
It's still the same function as the book though. He's used for world building (too sick to be allowed to ascend to the colonies) and to introduce the replicants,
Deckard is hunting them but who are they where are the how do they relate to real humans.
We see a flawed diseased man who thinks he finally get's lucky with a pretty young friend who might make a difference in his existence. She humors him until his use runs out and we finally see what the replicants truly are when beaty enters the scene

The first draft of the script was practically a 1:1 copy of the book because they needed PKD to approve of it and he's the one who told them to deviate from the source material.
