Clowns were also a stock villain in George Melies early films. The Batman universe simply nailed it in almost every regard. Recurring Batman villains are almost all popular. Even casuals can name most of them while other comic universes are lucky if they have one or two memorable villains. I don't know what draws people to Batman but numerous talented writers did their best with it through the years.
