I think he was power class in sonic riders and literally broke walls and shit with his bare hands, so I think he is actually relative to knuckles in strength.
On multiple occasions he's shown to be a capable fighter. Archie Robotnik also had monstrous strength. Capable of crushing a swatbot into a cube with his bare hands but one of his arms is robotic.
man is a technological genius easily knows enough to know anything he could make now would be obsolete tomorrow and an enormous hassle every step of the way.
he has an entire planet of mobians to work the kinks out on and probably a robot duplicate with a saved mindscan just in case.
Getting serious for a moment here, Eggman probably is at a Tony Stark level of strength: Not trained for combat, only partially fit, but generally strong

I wouldn't, I'd listen to what he has to say, because that's what no one did.
Strong enough to tussle with, usually but lose to, Sonic (& others). It's not his greatest asset, but he's no slouch.
