I wonder if there's any scenario in which the earth could get hit by a comet and it not be a total apocalypse and extinction. Comets are mostly water, so if we could just get a comet to burn up in the atmosphere we could flood the planet and make our waterworld fantasies real

That's the key problem of climate change the people that scoff at it seem to miss. It's not going to turn the planet into waterworld, but everyone generally lives on the coasts. It would cause mass migration inland to other places as tons of coastal cities become uninhabitable.
just blockade the exits to coastal cities and shoot anyone trying to leave, climate crisis solved.
