I don't know why they attack so soon so maybe plans change and they were originally planning on having Leto become hated, but the motivation behind attacking so quickly after the Atreides arrived is not clarified. That said, it took the Baron decades to save up the bribes necessary to use the Sardaukar and use the Guild transports so I doubt it'd change on a whim. Perhaps the fall guy was mutable and he just saw an opportunity to use Piter at that time.
