It's quite simple. The Enclave wants to rebuild America and purge the mutants, and they can't do that if America hasn't been destroyed, and mutants haven't been created, so naturally they needed the war in order to make that happen so they could achieve their goals.
They were going to use the data from the vaults as a resource to keep their own people alive when they fricked off to space (plan later abandoned)
So essentially that scene in the show with Vault Tec banking on the world ending is actually banking on government bureaucracy that changed its mind as soon as the bombs dropped

They saw nuclear annihilation as inevitable and so decided to game it in their favour so that they'd be the survivors. The wife character especially was scared as shit about her daughter not surviving the bombs and how she had to work at Vault-Tec to assure her kid got to go in one of the good vaults. Real world billionaires/corporations are doing the same thing with global warming, thinking it's going to happen but instead of using their money to try and stop it, because they believe it's inevitable just like the bombs, they instead try to make as much money as possible in the short term(in the show they sold off vaults to the other big corporations for a quick cash injection to set things up before it was "too late") so that they can buy land and build bunkers to retreat to when megastorms, droughts and food riots become more and more problematic.
Nobody claimed global warming is real. Only that some people believe it's going to happen and are betting against humanity. Same as some people thought MAD was inevitable.

Not by the 2070s it wasn't. The moment transistors were developed a quantum leap in technological progress ensured which is why robots in FO use regular circuit boards and ZAX CPUs are capable of running AIs. One of the opening cinematic has Ospreys, and notes in NV indicate the US had Minuteman XI missiles which had to be running on microcomputers.
They're not really planning on living full-time in the bunkers. They'll come out with armed guards whenever the weather permits and there isn't a danger of being swarmed by refugees or local peasants. If they actually believed they'd be living 24/7 in bunkers then they'd just kill themselves instead, and their plans would be way harder because they couldn't grow supplementary food on the surface.
Nobody's actually expecting the world to become uninhabitable, more like a less dystopian version of onions green. Who caused the war is literally not the point. It honestly couldn't matter any less to the moral and theme of the games. The games are about humanities never ending struggle for domination and control. Everyone is guilty and everyone is responsible. Who starts a nuclear war is irrelevant because it ends the same. What the show needed was a character who embodies a strongly-held belief that the only way to truly "win" capitalism is to accumulate so much profit that you effectively possess infinite capital relative to your competitors. The purpose of Vault-Tec's plan is that it's ironically much more efficient to destroy all of your competitors' resources in a global nuclear holocaust that only V-T prepares for than it is to out-compete them while civilization still stands. By initiating the Great War, they're redefining the rules of global geopolitics in such a way that they have a unique competitive advantage. You can't put a price on wiping the slate clean.
This would have actually been a nice thematic parallel >implying this show has actual themes to Moldaver's cold fusion MacGuffin, because both are sources of "infinite power": one is for the elite, one is for the people.
You could have had the V-T executive demonstrate this idea by having, say, House and Sinclair compare their net worth because the two of them obviously have a petty, competitive relationship. As their petty contest is getting heated, the V-T executive pulls out a single US dollar, places it face up on table, and asks who at the table has the most power. It doesn't matter many billions more dollars House commands than Sinclair, 1 to nothing is an infinitely larger competitive advantage than $100b to $50b, especially in a post-apocalyptic wasteland where your only competitors are the Enclave and LARPing hoarders whose power depends entirely on scavenging scraps of pre-war technology.
But we didn't get a good character behind this concept - we got Barb and Bud. I'm not defending this plot twist, I think it's fundamentally moronic. It comes across as evil capitalists wringing their hands at the promise of profit and human suffering with no deeper motivation.
I can sort of understand the idea behind Vault-Tec starting the war, but I think it was a weird decision to play half of it for laughs. Like the black lady is obviously the half that's playing it straight, but then you have Bud, who's basically the guy from The Graduate who goes >Plastics!

What it comes down to is realizing that the nuclear holocaust is inevitable and it can either happen on your terms or someone else's. If you can control it and prepare for it you have the best chance of surviving it. OK, maybe the Chinese and the Russians could have stabilised more quickly than the US. But it's unlikely, because the US are the ones that made it happen, they knew then when and where. And there's nothing in any of the games to suggest that the Chinese or the Russians have made any kind of meaningful comeback. Unless they've got their own vault program ready on the same schedule or earlier as the American one then they're just raiders and mutants and nothing else.

By initiating the Great War, they're redefining the rules of global geopolitics in such a way that they have a unique competitive advantage. You can't put a price on wiping the slate clean.

You could have had the V-T executive demonstrate this idea by having, say, House and Sinclair compare their net worth because the two of them obviously have a petty, competitive relationship. As their petty contest is getting heated, the V-T executive pulls out a single US dollar, places it face up on table, and asks who at the table has the most power. It doesn't matter many billions more dollars House commands than Sinclair, 1 to nothing is an infinitely larger competitive advantage than $100b to $50b, especially in a post-apocalyptic wasteland where your only competitors are the Enclave and LARPing hoarders whose power depends entirely on scavenging scraps of pre-war technology.
But we didn't get a good character behind this concept - we got Barb and Bud. I'm not defending this plot twist, I think it's fundamentally moronic. It comes across as evil capitalists wringing their hands at the promise of profit and human suffering with no deeper motivation.

Real world billionaires/corporations are doing the same thing with global warming, thinking it's going to happen but instead of using their money to try and stop it, because they believe it's inevitable just like the bombs, they instead try to make as much money as possible in the short term(in the show they sold off vaults to the other big corporations for a quick cash injection to set things up before it was "too late") so that they can buy land and build bunkers to retreat to when megastorms, droughts and food riots become more and more problematic.

basically they figure that if the war happens they are one of the very few only entities which will survive to the new world after, so they can dominate it and become the new rulers. operating on the logic that, they'd rather be sitting on the throne and ruling over a ruined world, than just being a powerful corporation in the pre-war.
it's not the worst concept to portray but it isn't done sensibly, it isn't explained or shown when or why Vault-tec makes the major leap in logic and priorities from money, to power and control.

The issue is that their motivation is explicitly "profit" and "winning the great game of capitalism" with no further
What the show needed was a character who embodies a strongly-held belief that the only way to truly "win" capitalism is to accumulate so much profit that you effectively possess infinite capital relative to your competitors. The purpose of Vault-Tec's plan is that it's ironically much more efficient to destroy all of your competitors' resources in a global nuclear holocaust that only V-T prepares for than it is to out-compete them while civilization still stands. By initiating the Great War, they're redefining the rules of global geopolitics in such a way that they have a unique competitive advantage. You can't put a price on wiping the slate clean.
This would have actually been a nice thematic parallel >implying this show has actual themes to Moldaver's cold fusion MacGuffin, because both are sources of "infinite power": one is for the elite, one is for the people.
You could have had the V-T executive demonstrate this idea by having, say, House and Sinclair compare their net worth because the two of them obviously have a petty, competitive relationship. As their petty contest is getting heated, the V-T executive pulls out a single US dollar, places it face up on table, and asks who at the table has the most power. It doesn't matter many billions more dollars House commands than Sinclair, 1 to nothing is an infinitely larger competitive advantage than $100b to $50b, especially in a post-apocalyptic wasteland where your only competitors are the Enclave and LARPing hoarders whose power depends entirely on scavenging scraps of pre-war technology.
But we didn't get a good character behind this concept - we got Barb and Bud. I'm not defending this plot twist, I think it's fundamentally moronic. It comes across as evil capitalists wringing their hands at the promise of profit and human suffering with no deeper motivation.

Because from a government perspective you can preserve America in the vaults and then restore it in a world where there are no Chinese or Russians. And from a corporate perspective you can sleep for a few hundred years and then wake up in a world where you have sole access to all the world's resources and the opportunity to shape a captive market to your whim.
Except america was winning all the wars it fought so it had no real reason to nuke the competition. It had no reason to purposefully weaken themselves on the gamble maybe everyone else won't survive. It's fricking stupid.
In a world where everyone has nukes there's no such thing as "winning all the wars", everyone's going to have their Samson option. Best case scenario is driving the Chinese out of Alaska and then waiting in a world full of enemies of the US for the next conflict and hoping it doesn't result in anyone causing the uncontrolled end of the world.
From what we've seen in new vegas other countries probably still have tons of nukes laying around. There's zero reason to ever believe that'd be the end. All they did is draw out the struggle where by the time they retook america china or russia would have stabilized and who knows what else would pop up and be a threat. They basically removed all the rules and guaranteed nothing but destroying themselves for the foreseeable future.
What it comes down to is realizing that the nuclear holocaust is inevitable and it can either happen on your terms or someone else's. And there's nothing in any of the games to suggest that the Chinese or the Russians have made any kind of meaningful comeback. Fallout was never supposed to be realistic in it's portrayal of the bombs, radiation, etc. It's inspired by 50s pulp fiction and B movies.
Even its unrealistic aspects though were explained by the FEV, at least initially.

The idea was to wipe out all their competition and then take over the world after waiting it out in the vaults. It's not the smartest plan but that's the logic they ran with.
That said, the show never says who dropped the first bomb. We only see that Vault-Tec was thinking about it, and there are a couple points that suggest it wasn't them.
A: Barb didn't have her daughter with her when the bombs fell. Had she known the timing she would have certainly already been safe in a vault with her daughter.
B: Mr. House is skeptical of the plan during the meeting, and we know from FONV that his timing was off in protecting Vegas. At the very least, House went against Vault-Tec's plan in secret.
Ultimately we're not supposed to know who exactly dropped the first bomb. Now we can just add Vault-Tec to the list of possible instigators.
