Homelanders interference made everything worse which was the point they were making. Superheroes never save anyone in the show and typically just make matters worse for everyone else(Supes are an allegory for the ever increasing arms race).
In the show however I’d argue Vaught are more the villains than Homelander, he’s more of an ever present threat than the main antagonist.
