I rewatched the tooth episode last night. Hal was totally right. If you say to a friend that you're going to take care of something for them in a professional capacity, that means that you are either going to do it for free or at least at cost.
The "friend" discount was 10%. Unless he specifies that beforehand, it's not okay. He knew that Hal couldn't afford $2000 (even though they seem to spend tens of thousands of dollars every few episodes to repair the damage caused by the boys).
