That's the danger of your first major role being in a popular franchise film. Audiences will never be able to see him and not immediately think of Frodo. Same reason that the Harry Potter kids will never be able to get a bigger role.
How does an actor end with the opposite situation were people can only see the actor and not the character? I think of Arnold Schwarzenegger or Dwayne Johnson as examples.
That can hurt the quality of the movie actors like that are in, but doesn't really hurt their career. If anything it helps boost their career by making their films more marketable.
