This was in the works as a SS spinoff. Presumably there were little greater references to impacted DC canon (Batman, Superman) so they just can continue with it as part of a new universe. I think it's generally expected that SS will remain canonish considering the only JL appearances arent crucial

Then Blue Beetle was stated to star the first character of his new DCU (not Peacemaker, Waller or Weasel who all showed up before him), then it flopped and he wasn't.
Aquaman 2 aparently takes place after the reboot but is in limbo as it doesn't lead or reference the other movies. I think James learned his lesson from trying to take credit for this shitty films that he underestimated the response to.
I think WB is forcing him at gunnpoint to say those things in order to hopefully boost their box office, and it never works

No one would care if it was a hard reboot. But characters from Gunn's DC projects are coming back, Blue Beetle is aparently coming back, and Harley Quinn and Wonder Woman are up in the air on if they're returning or not. And of course Shazam and Flash they considered keeping if their movies were successful. It's just a massive clusterfrick.
It will never cease to amaze me how comic book movies managed to replicate everything that drove people away from comics to begin with.
