not to dismiss your point entirely but you're ignoring how in the previous episode tony had told ralph he would be okay if he gave jackie a pass because he sympathized with him, your second to last greentext I think more stems from your general point of ralphie being indecisive, by that point he just wanted the issue solved and he truly couldn't care which way since it was causing problems for him personally (the phone call)
their conversation about jackie jr was basically: ralph- "i don't want to kill him, but if it has to be done, i'll do it for you, if it is your command"
tony- "i don't want him killed, but if you absolutely have to because otherwise you being a captain is compromised, i would close my eye to it"
