Not really, there was a pretty wide range of characters before 2010, including a lot of lovable action-oriented girls. Wonder Woman, Toph, Elastigirl, Starfire Raven, The Powerpuff Girls. But even they were allowed to be traditionally feminine and even vulnerable at times, since that's part of being human.
Women who are more traditionally feminine and vulnerable than even the average women aren't doing any harm, especially if they're portrayed as people who are still positive and beneficial. Not everyone is strong in the same way.
Even if that's true, I'm more concerned that Peach's personality has completely changed. It's the same issue with Bo Peep, from Toy Story 1/2 to Toy Story 4, and given the trends, it's more likely ideological than it is for a purely artistic narrative purpose.

the last game's story did it pretty well i thought, since she has always been a character bound by prophecy. Her story was essentially one of trying to understand her own role in the prophecy/world through study and resenting Link at first, eventually admiring him but keeping him at a distance until shit hit the fan and she realized for all her understanding she was powerless against the great evil so she had to put her hope in someone else. Its not like shes a powerless character and she basically existed as sort of 'in stasis' as opposed to being captured or being some badass attacking character.
If you kept that element of her character then that would be fine. Shes strong in magical ability and learning but she is sidelined in the royal family and politically/militarily has nothing and she has to learn to rely on and trust people who have the power to change the world, finally being rescued but having provided the setup and knowledge necessary for the hero to make it that far
But Zelda, unlike Peach, actually does shit and fighting ever since OoT
That hasn't stopped people from pulling the Demsel-card, because these people don't actually know the characters they want to frick up.
