What he meant was "If I have Daredevil fight the Hulk and he needs to beat the Hulk, I'm going to craft the plot in such a way as to give Daredevil what he needs to beat the hulk" and how that works out is going to depend on the quality of the writer.
A good writer would have say, Matt Murdock dig around in legal records to find out where some Sentinels are impounded or the junkyard where Tony's hulkbusters were left to rust, and then go there to get something that'll give him an edge. A bad one would just go "lol he trips the Hulk" or something.
