For me, it was the pacing. It needed to take its time a bit more and spend a little longer establishing things. They've barely set up the world and then the second act introduces a new culture (the sky pirates), then the third act introduces a totally new culture again (the Chinese). It was like if Rohan and Gondor were both introduced in Fellowship, and Fellowship was only two hours long.
Do one of them, or make the movie longer and give us a little time to breathe and learn who all these people are. I knew the names of only three people in the big action climax and that's a big issue.
Also the side plot with the robot assassin should have been cut entirely.
She covers her face to hide a disfiguring scar. In the book she's apparently completely fucked, missing an eye and all, but in the movie it's just a long cut across her cheek. Also she's a wanted criminal so she's hiding her identity.

the second book starts with main character girl fucking the main nerd and ends with him dumping her for cheerleader queen, so she makes a pact with evil Russian city to enslave her entire town. I don't know what's next because they didn't translate the next book until after I was 26.
They timeskip 16 years ahead to make their daughter the main character, which sounds gay but it's actually based because it allows for the Green Storm to be taken over by Stalkerised Anna Fang and go full 1488 HH eco-fascist superterrorism

to be fair that was most movies that came out at the time and they usually saw some amount of success (Hunger Games, Insurgent, etc.). Not all of them received such harsh mediocrity as Mortal Engines.
None of that happens in the book and I don't think it does in the film either.

Moving cities is a silly idea when shown in a movie. It kind of works in a book, but trasnferring it to a movie is hard.
The cool concept if big cities that eat eachother and flying cities. All the other shit with magic and cyborgs is gay as hell. Bookfags will never understand that movies don't need all the garbage of a novel because they have visuals and sound instead of just boring words.
They deviated from the book to make it so generic that it pissed off fans of the books and slipped right through anyone else's mind without leaving a mark like a wind through tall grass.

They cut all the moving city chases other than the first one, which defeats the purpose of making a moving city chase movie.
It should have been animated instead of live action. It's easier to suspend disbelief and stop motion or 2D animation would have fit the story better. I guess it really wouldn't have mattered with the YA shit they added to the movie.
A group of people collectively decided that "cities on wheels" was a good premise.

In the book, London is nearly eaten by a larger German city, and there's also a whole mini arc about a pirate town attacking the flying town. Could have at least kept one of these.

This has to one of the most miserable pairings of characters and setting. This shit could've been amazing, but it wasn't, it was just bullshit, just like the books.
I really liked the look of the movie, with all the motorized cities, and that robot guy was cool. The script was just the most generic shit imaginable, it sucks because there was clearly a lot of love put into the designs.
