      Covid and Ford disrupted production and reshoots. Starting and stopping production costs a lot of money. Studios also take out loans to fund movies so the longer it takes to make a movie, the more interest they have to pay.

      Think about Zack Snyder's Justice League. Think about how many CGI heavy scenes in that cut were entirely absent from the theatrical release, or movies where actors had their parts cut heavily, like Matt Smith in that Terminator. This happens with movies all the time. Executives are morons who don't know how to plan but also want control and the next bankable product to get going, so they demand an "Indiana Jones" movie, just for its own sake. So it goes to production with whatever script they can make up, and then they just keep rewriting it and making crap up on the fly and massive rendered scenes can end up being left on the cutting floor.
      You're right that you're not seeing the budget on the screen, because a lot of it was spent on stuff that's ultimately cut from the film. So had executives just planned properly, they could easily save $100 million.
      COVID was a factor here and did inflate costs but this sort of thing happens all the time regardless of COVID.

    The budget was to tentpole the movie as the start of a new age of Indiana Jones spinoff starring Phoebe.

    For whatever reason, they decided the best way to do this is to make her extremely unlikeable. But the fact that they did this means they actually don't understand what makes a protagonist likeable.
