I feel like this tier list in general is kinda fricked up. I like Ryu but he's probably lower than guys with literal demon powers.
The fact that Street Fighter Ryu is only one step below Ninja Gaiden Ryu is really stupid, they're not comparable at all
Fighting games powerlevels are kinda all over the place, canonically Demon Kazuya is as strong as Akuma and Ryu is on par with Akuma (if not stronger since he learned to control the Satsui no Hado)
I feel like the low of power levels on these isn't very even

Ryu and Hayabusa both have their own demon forms too. Kage and the Fiend cursed Hayabusa
I'd say the main difference is that Hayabusa's "demon form" is just a debuff that kills him slowly, rather than any other significant change. He doesn't get any more powerful and it never happens again
Kage is his own separate guy formed out of the excised satsui no hado. He's no longer Ryu's "evil" form.
Also I'm not entirely sure how canon he even is since it's not like 6 references him.

If he's given time to learn about or spy on the fighters and time to come up with tricks, gadgets, tools and knick-knacks to fight them? Probably beats all of them.

Even with preptime I cannot see Batman beating Ryu Hayabusa, let alone Literal Kung Fu Jesus Kenshiro, against whom his only potential saving grace is that he's not a mad max psychopath and Kenshiro may opt to not kill him. Frankly I'm surprised that Liu Kang is ranked so far down, dude goes up against way scarier shit than SF Ryu does.

Liu Kang has the protections afforded to a challenger in mortal kombat, which is effectively a divinely-enforced even playing field, where skill means everything. Gods are no longer godly, to participate in the tournament means to shed your divinity, even Shinnok can get his shit kicked in by a run of the mill zombie.
Pretty much the only person who has ever fought in mortal kombat but was actually magically empowered beyond all others was Onaga when he had the kamidogu.
Last I checked he's not supposed to even be on Shiva's level. But I haven't checked in a long time.
Also Val should be above Danny, if this tower is supposed to progress in order of skill.
