The concept is silly but it was sold as a high effort warning from an incredibly serious man. I'd argue that a modern day first time watcher would recoil at the reveal. Cartoonish is alligator submarines, hovercraft gondolas and dubbed in slide whistles or tarzan noises.

The Connery movies established the camp that would continue throughout the series and come to a peak with Moore before being toned down and then brought up again toward the tail end of every other actor's tenure (the longer an actor is in the role the more campy the movies become).
