    You don't know what a war criminal or war crimes are do you? It's unlikely he had left behind mass graves of unarmed civilians. The most we know about Iroh's character before turning a new leaf was that he wasn't all devoted to Fire Nation ideals. He was supposed to kill the last living dragons as a rite of passage, but Iroh refused to kill them so he lied to his fellow countrymen.

        Iroh conducted the war such that the general on the outer wall felt comfortable with surrendering to him, meaning he was confident it would be honored.

        Azula did things so horrible that her own uncle and brother would rather be sentenced to death than handed over to her.

    I know this is probably bait but there is an annoying amount of people who assume any leader during wartime counts as a war criminal. Did he torture war prisoners? Murder or enslave civilians? All we ever see him do is siege a city, fail and leave. Everything else is just projection and fanfiction. If anything Zuko is more likely to be classed as a war criminal as I definitely remember him going around attempting to burn down that village in season 1 which would probably count as wanton destruction.

    it feels like, historically speaking, a prominent figure switching sides and not facing much in the way of consequences after said side wins isn't much of a stretch. i am struggling to imagine specific examples of a major general turning coat specifically, but nobles and notables jumping ship and being excused/paid off for it is common in war. sure, you get punishments, but the prudent understand that letting bygones be bygones helps prevent further instability.
