The powerlevel wank in Naruto was perfect for a good long while, it's why so many people view the Pain arc as the height of the series..It stays pretty balanced for that transitional period from 5kage summit and Sasuke killing Danzo, the ninja battle still felt pretty ninja battle-ish. Even the early parts of the war arc were still pretty good about that kind of thing, but once you start nearing the middle parts of the war arc shit just starts hitting the fan and flinging all over the place when it comes to powers

Naruto's failing is that the grand motivation behind many of its villains was predicated on the notion that this 'ninja world' was unfair and unsustainably violent and cruel. But then as the series develops you learn that none of the so called faults with the ninja world are endemic to its culture, it's just a small handful of bad eggs who frick things up. Heck, one of the nastier villages at the beginning of the series was revealed to have been secretly manipulted to be that way from the shadows by one of those bad eggs, and once said eggs are plucked out, everything was fine.
It's because Kishimoto was afraid of challenging the friendly neighbourhood ninja vibe. The ninja village system is about grooming child soldiers. It should have been a sociopathic, bleak society, and would have given the protagonists something to make a principled stand against. But instead that doesn't happen. Naruto doesn't really do anything but beat a few people up and then get elected ninja president. Nothing in the show matters and all the characters are just cheap, single-personality-trait one notes. The only thing the series should be remembered for is the music, which was pretty good.
Samurai Flop really revealed how lucky Kishi got with Naruto. He's honestly a shit author and got ridiculously lucky with Naruto and having competent editors.

When Kishimoto got serialization for Naruto, he had no idea about what he was going to do with the story. In fact Itachi being secretly a good guy was an asspull that wasn't planned at first, but the editor thought he needed a redeeming backstory twist. That sort of phenomenon is very common and the reason why manga stories usually suck.
