Crybaby Lane, the movie Nickelodeon swears up and down never existed. I watched it and remember key scenes: a spider crawling out of a girl's mouth after daring the protag to kiss her, a seance held in a graveyard where it all started with someone pulling a weed out of a grave, the protag trying to outrun a combine harvester chasing him through a cornfield, etc.

I've posted about this before and never gotten an answer. I can remember a ton of details about this but the detailed version is really long so here's a condensed take.

It took me a lot more sleuthing than I'd like to admit but I figured this one out too. The cartoon you're thinking of is from an Episode of Walt Disney Presents titled "Mars and Beyond" it was produced by Ward Kimball. You can see the whole animated segment here.
This isn't even remotely close to what I described, you're completely off. I appreciate the effort and this IS the right time period, but this is absolutely not the short I'm referring to. The lack of a woman in a glass tube screaming as the tube is filled with an orange liquid should well-enough tell you this isn't it.

I saw the image anon, the tube was elongated and again she was in her underwear as it happened. She was beating against the glass for her life for several seconds, it wasn't just a brief moment where she was afraid, and the glass chamber was filled with the liquid before she stopped. Additionally the narrator towards the end made it very clear that this was some kind of metaphor, the credits sequence is completely lacking, the scene where they're getting ready to go out for the night isn't there, and the credits sequence isn't a part of this. Again I appreciate it and honestly I think this might be the same narrator, but this isn't it.

It's similar but not it at all, again I think it's from the right period and possibly the same narrator but wrong animation. It doesn't end in even remotely the same way I described.
On top of that last comment I made this short doesn't start with both a man and a woman getting ready to go out for the night, nor would it have aired on Cartoon Network in the late 90s as it's a Disney property. Sick short but it's not what I'm looking for.

In the early 2000s Nick(?) aired a cartoon adaptation of Treasure Island. I only remember the scene with a pirate who keeps asking for rum and he eventually has a heart attack early on

I remember some parts too, mostly the beginning cause they were discussing the origin of potato crisps being from potato slices that were cut too thin.
But besides that, I think that the kid was affected by an old enemy of the family having stolen his lucky necklace or some charm. It seems that they all were descended from leprechauns. I think he only shrunk a few inches while his mom got pocket-sized. It was still a big (no pun intended) deal for the kid as this affected his performance at basketball and would continue until he got even smaller. I think they resolved everything by beating the bad guy at a basket match, after which he began to shrink, starting by his arms. Don't worry, I don't remember that last part with such detail because of a fetish, but because the commercial that kept playing for that movie spoiled that scene,

I remember a bumper on Nicktoon's Network. It was two happy little pandas running around with candy in their mouths. It was set to music, and everything was adorable. Only, they bumped into something, choked, and died. You see their happy little angels floating off into heaven at the end of it.
