Heracles beat Zeus in wrestling and several other gods
Sisyphus a regular man beat up Thanatos the god of all death and chained him in his basement

The "who's quicker, Usain Bolt or Bruce Lee?" line is a good way to look at it. Characters are stronger at different things and can't be summarized into a single number. Any character could conceivably defeat any other character, their skill sets and abilities determine how. Wonder Woman could defeat Superman by dodging his attacks and lassoing him, but Superman can defeat Wonder Woman just by landing one or more good solid punches. But if you write Wonder Woman trading punches with Superman and winning, then you've fricked up.

This is why I like comic books like The Tick. It is cartoony, cheesy, and over the top. It never takes itself seriously, nor is the writer hitting you over the head to do so( unlike many others in the industry).
Only to maintain some level of consistency, like most people here have already said. Can X character beat Y character? Yeah, using the tools and skills inherent to their character.
